Prime Minister Narendra Modi underscored India’s commitment to transformative reforms centered around the mantra of “minimum government, maximum governance” during his address at the World Governments Summit in Dubai on Wednesday. Highlighting India’s utilization of digital technology to enhance welfare, inclusivity, and sustainability, Modi advocated for a human-centric approach to governance. He emphasized India’s focus on people’s participation, last-mile delivery, and women-led development to foster an inclusive society.
Addressing the interconnected nature of global challenges, Modi stressed the importance of government collaboration and mutual learning. He urged for governance to be inclusive, technologically adept, transparent, and environmentally conscious. Modi outlined priorities for public service, including ease of living, justice, mobility, innovation, and business.

Discussing India’s leadership as the chair of the G-20 last year, Modi highlighted efforts to address development concerns of the Global South and advocated for reforming multilateral institutions to provide greater representation for developing nations. He reiterated India’s commitment to global progress as a “Vishwa Bandhu” (friend of the world).
Modi participated in the World Governments Summit as a Guest of Honour upon the invitation of His Highness Sheikh Mohamed bin Rashid Al Maktoum, Vice President, Prime Minister, Defence Minister, and Ruler of Dubai. This year’s summit saw participation from 20 world leaders, including 10 Presidents and 10 Prime Ministers, with representation from over 120 countries.
